REQUIREMENTS AND STRATEGY

We analyse the technical framework of the procurement: required services, documentation, eligibility requirements, selection criteria and delivery commitments. For public tenders, we review the procurement documents; for private contracts, we support contractors and clients in defining and comparing technical and commercial terms.

  • Review of contract notices and tender rules for public procurement; specifications, requests for quotation and contractual documents for private contracts
  • For public contracts: review of general and specific eligibility requirements and SOA qualifications, where required
  • Analysis of the works, exclusions, delivery constraints and technical and commercial terms
  • Matrix of evaluation criteria and required documents; technical and commercial comparison of private bids
  • Identification of technical queries and planning of deadlines
DOCUMENTS AND DELIVERABLES

A procurement overview setting out requirements, scope, issues and the documents needed to participate, prepare a bid or compare proposals received.

02

Tenders and bids

OUTSOURCED TENDER SUPPORT

We prepare public tender submissions and bids for private contracts alongside the contractor's representatives. For public procedures using the most economically advantageous tender (OEPV) based on the best price-quality ratio, we develop the submission in accordance with the tender rules. For bids submitted to private clients, we organise proposals, bills of quantities, programmes and technical clarifications.

  • For public procedures: support with the digital European Single Procurement Document (DGUE) and administrative declarations
  • For public contracts: organisation of evidence of eligibility to support the contractor's requirements in the Virtual Economic Operator File (FVOE)
  • Technical reports, drawings and improvement proposals permitted by the procedure or requested by the private client
  • Technical and commercial bids, bills of quantities and delivery programmes; checks on required formats
  • Review of attachments and assistance with submission in accordance with the tender or request for quotation
DOCUMENTS AND DELIVERABLES

A submission dossier organised around the procedure, aligning criteria, bid content, attachments and approval responsibilities.

03

Works management and accounting
for construction contracts

MEASUREMENTS, SAL AND FINAL ACCOUNTS

We assist contractors and clients with the technical management and works accounting of public and private contracts. We compare completed works, recorded amounts and contractual provisions, organising measurements and records to make progress, costs and variances clear.

  • Measurement of quantities and verification of remeasured and lump-sum works in accordance with the contract
  • Organisation of measurements and verification of accounting records: measurement books and accounting registers for public works; schedules and documents required by the contract for private works
  • Preparation of progress schedules and verification of progress valuations (SAL), within the scope of the appointment
  • Technical and financial analysis of new rates, contract changes and price adjustment requests, where applicable
  • Monitoring of recorded items, scheduled payments and variances; verification of certificates where required
  • Reconciliation of quantities and amounts and preparation of the final account dossier
DOCUMENTS AND DELIVERABLES

Measurement and SAL verification schedules, an overview of outstanding items and a close-out dossier. For public works, the responsibilities of the works supervisor and Project Lead (RUP) remain unchanged; for private works, activities, documents and approval workflows follow the contract and the appointments made.

04

Claims, disputes
and litigation support

FACTS, DOCUMENTS AND QUANTIFICATION

We support the analysis of issues in public and private contracts by reconstructing the facts, documentation and technical and financial impacts. For public contracts, we assist with the preparation of formal claims; for private contracts, we document disputes concerning works, variations, defects, time and payment, in coordination with the appointed legal advisers.

  • Analysis of minutes, site instructions, suspensions, resumptions and accounting records
  • Chronology of events and technical assessment of delays, interface issues and additional costs
  • Technical support for formal claims in public works and contractual disputes in private works, including evidence gathering
  • Technical and financial reports and party-appointed technical expert advice under a specific appointment
  • Preparation of dossiers for discussions between the parties and liaison with the network's administrative law specialists
  • For public contracts: technical support in amicable settlement procedures and dealings with the Technical Advisory Board (CCT), where applicable
DOCUMENTS AND DELIVERABLES

A documented chronology, analysis of causes, quantification and technical reports. Procedures and deadlines for claims and disputes are checked against the contract and applicable rules; legal strategy, procedural documents and representation in court are handled by the appointed legal advisers.

02 / TENDERS AND BIDS

A technical bid
is built on
substance.

Reviewing the design, understanding the requirements and developing a coherent proposal: this is where engineering expertise meets the preparation of public tenders and bids for private clients.

We support contractors on individual procurement procedures or on an ongoing basis. Tender documents, requests for quotation, specifications and pricing input follow an agreed work plan tailored to the procurement route.

Request tender and bid support
BID DOSSIERFROM REQUEST TO PROPOSAL
  1. 01

    Analyse the requirements

Requirements, selection criteria, required performance and deadlines. For public tenders, the starting point is the tender rules; for private contracts, the specification and request for quotation.

  2. 02

    Develop the content

Reports, technical solutions, site organisation and permitted proposals. Environmental requirements are assessed against the applicable Minimum Environmental Criteria (CAM) or the client’s specifications.

  3. 03

    Check the dossier

Consistency between drawings, declarations, prices and exclusions; checks on formats and supporting documents. The proposal is organised in accordance with the procedure or the client’s requirements.

In public procurement procedures, DGUE and FVOE serve distinct purposes in declaring and demonstrating eligibility. For private contracts, bid documents and submission arrangements are defined by the requests and contractual terms.

05 / ABOUT US

Expertise in contracts.
A culture of design.

CreaValore is a network of technical expertise supporting clients and contractors in public and private contracts, engineering and project management, including the restoration of protected heritage.

Two professionals wearing protective equipment reviewing drawings on a construction site
WHERE DESIGN MEETS THE CONSTRUCTION SITE

We support clients and contractors from the initial project assessment through to technical and financial close-out, with a dedicated contact for project relationships. We help clients make design decisions and oversee their projects; for contractors, we prepare bids and support technical project management. We address contractual issues through technical analysis and documentation.

Design is the technical core of our work: we develop architectural, structural and building services designs through integrated or discipline-specific appointments. Feasibility studies, engineering development and detailed design support both new construction and the rehabilitation of existing buildings. Bringing together design, works accounting, schedules and documentation provides a more complete basis for decision-making.

Each project shapes the team, with a designated contact, a defined scope of work and clear delivery targets. We connect the design with the practical needs of those who will build it.
